Bjorn is the only one I've tried that seems to look like what you see on videos is what you get when you install it. However, seemingly at random, the game just gets really foggy, like blindingly foggy, to the point where you can barely see a few feet in front of you. I don't have any weather mods installed so I doubt that's causing it.

In my view the best ENB for it is Lucid ENB. I use it with my 2080-ti. If you want to improve performance, go to the ini and use ctrl-F to find the word "quality". These range from -1 (best) to 2 (worst). Turn them down to 2 unless they apply only to interiors. Best paired with Lux as interior lighting mod.
